UK Local Authorities Intend to Dispose of Social Clubs and Sports Centres to Balance Books

According to a recent study of municipal councils, English councils are planning to offload community centers, athletic facilities, and retail spaces as they bet on a rapid disposal of properties to stabilize finances.

Growing Fiscal Pressures Drive Asset Sales

The Key Cities Group for major urban areas in the UK reported that 60% of councils are planning to dispose of properties to meet the escalating costs of social services for vulnerable individuals.

Councils have previously faced criticism for selling playing fields and land to shore up their finances, but they argue they must proceed to generate essential revenue from asset sales or declare themselves bankrupt.

This coalition said that a significant number of authorities attempting to generate funds from a fire sale of assets marked “a clear change from 2024, when the largest share (60%) of municipal officials stated they would focus on service redesigns and using savings to weather increasing fiscal pressures.”

Specific Cases of Planned Disposals

Medway Council in southeast England said its property management strategy included the disposal of a retail complex in a local town and a community venue in Rochester to raise 20 million pounds over the next half-decade.

  • Gillingham golf club and commercial properties held in two English counties, which all provide rental income for the authority, will also be disposed of under the strategy.

Local Levy Rises and Wider Financial Strains

This research of local authorities in the key cities group, which covers several urban centers, further found that more than 70% of councils will need to raise local levies next April to cover the rising cost of essential services, higher levels of housing insecurity, and a persistent housing shortage.

The authority said it will proceed with property disposals after steep rises in the cost of youth support, special educational needs and disability (Send) provision, adult social care, and temporary accommodation.

“We are adopting creative strategies but certain measures take time to achieve both better provisions and financial savings,” said a council leader.

He added: “There are demographic pressures which will continue to increase the pressures we have. As a unitary authority, we had a 91% cut in our revenue support grant from 2010-24, which is extremely difficult.”

National Patterns and Forecasts

Research of regional authorities recently also found council budgets being stretched by the growing number of children and older individuals needing Send support.

A network of councils said that council deficits will reach £4.4bn a year by the end of the decade, as they grapple to manage increased demand.

Ministers have delayed scheduled changes to the Send system until next year after a white paper setting out those changes was recently delayed.

Deprivation and Funding Gaps

Based on the latest deprivation measures (the Index of Multiple Deprivation) for UK local authorities, many participating urban areas were among the most deprived in the country.

  • “Participating urban centers like Hull, Bradford, Stoke-on-Trent, Sunderland and Wolverhampton place in the most deprived 30 nationally under the 2025 IMD measures,” noted the study.

“Although only one key city is in the top 10 for disadvantaged communities nationally, urban areas are much more prone to be in the worst-off 20% of the nation. The figures underscores the scale of challenges confronting local leaders across key cities in the coming year,” the report added.

“Local government leaders have been explicit about the need for a fair and sustainable funding system that accounts for and responds to the real levels of disadvantage and need,” said Michael Mordey.

“Lacking this, councils will continue to face impossible choices around which essential services to fund, and which to cut, to the detriment of their residents.”

A fifth of councils have cut or compromised care services in the past 12 months, the study revealed.
